The person who is in charge of the PWD should have the POAs. I also would not share this duty with anyone. Having more than one person as POA is a recipe for conflict.1 -

My mom’s POA form has spots to indicate when it became effective, and how long it is in effect. In other words, she could ( if she wanted) say that it was only in effect until she became incapacitate…1
