I really don't understand all of this. My mom has dementia, it is diagnosed. But her care is not covered by medicare, even though it is a disease. What is this hole in the system?

Care for the elderly, specifically dementia, breaks down into medical care and custodial care (aka caregiving). Medicare is for medical care— treatment. It does not supervision or assistance the IADLS and ADLs.

If a PWD doesn't have the means to buy caregiving, Medicaid is the safety net. Institutional Medicaid can help pay for some care in the home via a waiver program or care in a facility if she qualifies. An elder law attorney can explore this with you specific to mom's situation and your state.

Welcome. I have attached a link to Medicaid coverage and qualifications. Like dementia isn’t hard enough, finding proper care also has to be a struggle. Medicaid is complicated as harshedbuzz has suggested a lawyer is probably a good idea. If you don’t have a DPOA that is also something to discuss with the lawyer that is very important.
