Can't make a sticky thread

On another thread, I asked Jo about making a sticky thread for the one concerning nursing home/MC questions. She couldn't tell me how to do it, but I contacted administration. Here is an email I received already!

    Good morning, Lady. A sticky thread is one that is always on top. I think there are two currently, put there by administration. Sticky threads are made sticky so they never get buried in the other threads. Therefore, a thread like the one I linked to would be seen by others who might never see it if it got buried. The two you see in the attachment are sticky threads.
