Many/most  states require you (or the person) to be a resident to apply. In other words, you have to be a resident first, then apply. Not sure if every state does or not.

Medicaid is partially funded by the Federal Government, but each state has their own eligibility and funding amounts for services.

It is not transferable between states.  If you already receive Medicaid in one state, and move to another, you will have to close the one in the first state and apply in the second.
