So, is it true that I can take my mom to the ER if she's super bad and tell them I want them to check her vitals and make sure she's not having a stroke and then say I can't take her back with me because she won't be safe? I've been told I can do this and that they'll help make arrangements for a facility, even if it's only temporary until something else opens up.

Yes, in general. Just tell them she is out of her head and you cannot take care of her at home. At 90, there's a good chance they will at least admit her for 24-hour observation to rule out a UTI and sepsis. If she is combative and refusing care from you, tell them that too. Keep it simple, don't say too much, and just keep emphasizing that you cannot care for her at home. Hopefully then the social workers can help you.
