End state dementia meds

My father has severe agitation that seemed to come and go. Now the hospice and adult care home are wanting to increase Halperidol, sleeping med, and a pain med to reduce the agitation and sleeping problems. It hasn't seemed to have helped much but they have pumped so many drugs in him. He has had agitation and sleeping issues for several months that we witnessed when he was at home, but they are saying it is worse now. Is this normal at this stage or a sign of end of life?

The mission of hospice is to keep the patient comfortable. It sounds like their perception is that his agitation and lack of sleep are making his life unhappy and that he would be more comfortable if those could be controlled better. If you are questioning their assessment, are you close enough to stop in and see?
