Moving LO to a State or County Facility in Macomb County, MI

First off - thanks for listening.  This is weighing heavy on my heart.  I am going to have to move my mother to a state or county facility probably before the end of the year.  I had to move her in the middle of COVID because she needed a facility that did not cost so much, and I found a fantastic place for 2,000 less than what she was paying per month. 

A little history - she lived in Michigan and when my Dad passed away decided she was going to live by my brother in South Carolina.  While living in South Carolina I was getting these random calls from her telling me that my brother's son's stole her car, or my sister-in-law was stealing from her.  Well, long story short - this was the start of her dementia.  Eventually she stopped bathing, etc.  I did not know it but my brother put her in a facility in South Carolina and had to move her because they were not caring for her.   So, a couple of years ago my brothers firm told him that they needed him to relocate and open a new firm.  Well, it was decided that my mom will move back to Michigan to be by me.  We all got together and found a new facility - I did not know the going rate for a facility - well come to find out this was a pretty place, bells and whistles and $$$.  So, I moved her to a more homey and better care facility.  But now I know that she does not have a lot of money left so I will have to move her again.

I just don't know about state or county run facilities (we are in Macomb County, Michigan) and I am not sure the best way to start investigating before I move her.  It really is breaking my heart.  So, if anyone has experience in this - could you please give me some tips? I am navigating this by myself.  My husband tries to help, and is very supportive, but it is me doing the work.   Thanks for listening
