Checking the weather repeatedly
Our father frequently turns on the Weather Channel throughout the day and night. He runs to the door, looks outside, and returns to his room to turn on YouTube and watch animal videos.
We imagine this is possibly to ensure the Weather Channel isn't lying to him.
This cycle repeats several times a day.

The only way to stop this IMO is to disable access to screens. You might want to that at least temporarily to disrupt the cycle..the computer is ‘broken’ + you are waiting for parts could be an excuse. If you are unwilling to do this, the behavior may run its course….or it may not.

This behavior seems harmless, unless there's something I'm missing. I think i would just allow it to continue. I'd worry that disconnecting his access to the weather channel might be distressing for him.

I absolutely agree. If he didn't have his electric babysitter things would be threatening for us and the peace of the household.
The most disruptive experience with this behaviour is how we need to frequently bolt from the living room or kitchen at a moments notice. It is imperative our presence isn't seen.
After he is finished with his checks, we covertly close the door he oftentimes leaves open despite the weather.
