VA - Veteran benefits
Just wanted to give an update on possible Veterans Benefits.
Service connected disability: File for it if the Veteran meets the qualifications. There is a list of diseases that are presumptive for Agent Orange. Parkinson's is on the list and I believe Alzheimer's & Dementia should be. I would file for Social Security Disability first if the veteran is not old enough to be collecting SS.
If the veteran is collecting a disability pension, there are other benefits like Aid & Attendance & Caregiver support including respite care for the caregiver. There are VA memory care & nursing home facilities that the veteran may qualify for with zero or smaller copays depending on what Group the veteran is in. (group 1-8).
Non Service Connected Pension: must qualify financially (income & assets). It moves veteran up to Group 4. Note: if they qualify financially for this they may also qualify for Medicaid based on assets and income. Many states allow them to have Medicare & Medicaid.
Catastrophically Disabled: Moves the veteran up to group 4. The Veterans Health Administration has defined a “catastrophically disabled” veteran as “one who has a severely disabling injury, disorder, or disease that permanently compromises the ability to carry out the activities of daily living to such a degree that the individual requires personal or mechanical assistance to leave their home or bed, or requires constant supervision to avoid physical harm to self or others.” A veteran designated “catastrophically disabled” is not required to have a military-related disability or meet low-income thresholds to be eligible for enrollment. It doesn’t matter where you served, when you served, or what your job was. Catastrophically disabled veterans are placed into a “priority group” within the VA health care system that makes them exempt from inpatient, outpatient and prescription copayments. They are also exempt from copayments for non-institutional respite care, non-institutional geriatric evaluation, non-institutional adult day health care, homemaker/home health aide, purchased skilled home care, home based primary care, and any other non-institutional alternative extended care services. This is in addition to free hearing aids, eyeglasses and mental health support.
NOTE: Every Veteran enrolled in the VA Healthcare System has a Social Worker assigned to them. Call the veteran's primary care physician & ask for the name and number of their Social Worker who will assist in many things. Also contact your county Veteran Service Officer for assistance.

My DH Lonny passed August 12 and he was a USMC Vietnam Veteran. He received excellent care at the VA and was in a VA Facility when he passed. I promised that I would pay it forward and help other veterans when I can. Semper Fi.

Wanted to say, thank you for this. My father is a Navy Vet who did not serve during war time (shortly before Vietnam war, I believe), but is 81 now, both he and my mom are showing signs of declining health. Thank you.

Thank you, DH if a 80 year old vet, but did not serve in Vietnam. Nice to know there a program for him down the road as they provide most of his medical care.

this very technical to me. Can you make it simple to understand in regards to what are the qualifications? Do they not offer any help to a retired veteran who does not have 70% disability rating with the Va. in other words, even though you served your country they will not help based on disability

The VA system can definitely be confusing, I know from firsthand experience. My husband was rated at 60% service related disability and received excellent care and benefits from the VA. At 60% he had no copay for appointments, medications, surgical procedures, PT, etc. Our VA social worker explained that he qualified for 30 days a year of care in a facility as well as in home assistance. We received a grant to have the tub in his bathroom removed and a walk in shower installed. I’ve been extremely pleased with the care and support.
I had been working with a local VSO (veteran service officer) and just in the past couple of months his disability rating was increased to 100% permanent and total. With that, his monthly disability income increased, plus he now qualifies for long term care.
@SDianeL is so much more knowledgeable than I am as this is all new to me. I’d definitely suggest seeking assistance from a VSO. Ours was the key to getting his rating increased.

I know it took forever with constant paperwork and phone calls just to get his disability he has. I’m mainly interested in in home assistance and respite. Did you find that it took a long time to get approved for any help. Right now my husband is fully functional and just diagnosed. I noticed forgetfulness several years ago but attributed it to a medication he was on. But after 2 surgeries it was more obvious, he was totally confused for 3 months each time, but always bounced back. Now I’m seeing a new frustration agitation from him, he’s probably venting due to hearing this diagnosis. I do appreciate your reply, on top if this he has stage 4 prostate cancer that’s well controlled for 4 years.

I haven’t yet looked into in home help but plan on calling our VA social worker to find out more I.e., how long it’ll take to get someone for in home assistance, how many hours we’re qualified for, etc. as well as info related to placement when/if the time comes. My husband is early stage 5 and still self sufficient with most ADLs.
It sounds like you’ve had your fair share of challenges. I’m sorry for your husband’s diagnosis. I’ve learned so much from being here.

We were told by the VA social worker assigned to my husband that he would be given an Activities to Daily Living Screening. That information will be used to determine the hours of home care through community care. They only approve in home care through VA approved home care providers. The hours can be extended as the disease progresses. The one provider told me that the maximum amount of approved hours he was ever approved for was 100 in late stage. We were not told how long this process takes but based on how long other applications took, it could be months. Apply for Aid and Attendance if you haven’t already done so. The VA primary care physician fills out the form to apply. They will give you a stipend that can be used to offset the cost for an out of home placement facility.

Ty for sharing. DH is a veteran without disabilities. He has his first appt. with an assigned VA dr later this month. I appreciate your mentioning being assigned a Social Worker. That would be very helpful as I often feel like I am walking in uncharted territory. I expect all of here feel that way at some point.

if you haven’t already done so, contact the Elizabeth Dole Foundation. They have an intake form on their website. Someone will contact you. They help vets without disabilities and their caregivers.
